Can I turn off skin sound effects?

There are some skins that I really like except for their sound effects when
opening them or clicking on some of the buttons.

Is there any way to turn off the special sound effects for skins either in
general or on a skin by skin basis?

You would have to edit the skin's script in order to do this, unless the
skin already offers a "Turn Sounds Off" button/toggle.
