Skin Program document

I don't understand any of this. I am inquiring for my son who has a computer
but no access to the internet ( I know, don't ask). He has heard of a 20
page document on Microsoft.com that explaing tweeking skins. He has asked me
to down load and mail it to him. I can't seem to find it. Does anyone know
where it is?
