How are interface controls animated like the ones Skin Factory develops
(http://theskinsfactory.com) ? Are these Flash (swf) files or animated gifs
called on events or is there some kind trick or a 3rd party tool that creates
these lively interfaces?

All animated graphics in WMP are either animated GIFs, or
graphics moved around using javascript; regardless of how
flashy they look!
